Tier 2 Targeted Supports: Where Practice, Accountability, and Systems Come Together

Tier 1 supports create the foundation. But even in strong classrooms, there comes a point where universal practices are not enough on their own.
That is where Tier 2 Targeted Supports play a critical role.
Edtomorrowβs Tier 2 work focuses on strengthening how adults respond to behavior, both in classrooms and at the systems level. This is not about adding more rules or reacting more quickly. It is about responding with clarity, consistency, and purpose.
What Tier 2 Looks Like in Practice
Tier 2 supports are designed for recurring challenges, not isolated incidents. They address patterns such as:
Repeated classroom disruptions
Inconsistent responses between staff
Unclear expectations around accountability
Staff uncertainty about when and how to intervene
Edtomorrowβs Tier 2 professional development helps educators move beyond βwhat should I do in this moment?β and toward shared, aligned decision-making.
Tier 2 for Teachers: 201T Accountability and Approaches to Classroom Discipline
201T is a targeted professional learning experience designed specifically for classroom teachers who are ready to strengthen their day-to-day responses to behavior.
Building on the foundational frameworks introduced in 101, this training focuses on Tier 2 classroom-level strategies that help teachers respond to recurring behavior challenges with confidence and consistency.
In 201T, teachers explore:
How adult mindset, language, and decisions shape classroom stability
How to move discipline from reactive to intentional problem-solving
How to maintain structure while preserving relationships
Using the Social Discipline Window as a practical guide, teachers learn how to balance high expectations with meaningful support. The focus is not on avoiding accountability, but on delivering it in ways that keep students engaged in learning.
Teachers also practice specific strategies that promote:
Accountability and reflection
Shared responsibility
Repair and re-engagement after harm
By the end of the session, teachers leave with concrete tools that reduce repeated disruptions, strengthen classroom culture, and support students who need more than Tier 1 universal supports alone.
Tier 2 for Leaders: 201A Leading Accountability Systems
201A is designed for school and district leaders responsible for guiding discipline systems across a campus or district.
Grounded in Edtomorrowβs Whole-Child MTSS framework, this training focuses on Tier 2 leadership-level decision-making and system alignment.
Administrators begin by examining when consequences are necessary and when alternative responses are more effective. Using a consequence flowchart, leaders analyze current discipline practices, identify patterns, and evaluate whether their systems are producing the outcomes they intend.
From there, leaders apply the Social Discipline Window as a leadership tool to determine appropriate responses to both individual incidents and ongoing challenges. The emphasis remains on balancing clarity, consistency, and accountability with meaningful support.
A key component of 201A is the introduction of the F.O.R.M. framework, a structured process for guiding conflict response and resolution. This framework supports administrators in:
Leading difficult conversations
Coaching staff through discipline decisions
Ensuring follow-through when harm occurs
Leaders are also introduced to structured repair processes, including Repair Circles and Repair Meetings, which provide clear systems for accountability, repair, and student re-entry.
By the end of the training, administrators are prepared to lead discipline systems that are transparent, aligned, and supportive of both staff and students.
Why 201T and 201A Matter Together
Tier 2 works best when teachers and leaders are aligned.
When classrooms and leadership systems operate from shared language and frameworks:
Teachers feel supported rather than second-guessed
Students experience consistent expectations
Tier 3 needs become more targeted and intentional
201T strengthens classroom practice.
201A strengthens the systems that support those classrooms.
Together, they create coherence across a school or district.
Tier 2 as Part of a Whole-Child MTSS Approach
